HEAP (Home Energy Assistance)

HEAP helps you pay for heating your home in the winter. It can also help with cooling in the summer and with broken heating equipment. Most help is paid straight to your utility or fuel company.

Who this program is for

People with low income who pay for heat, either directly or as part of their rent. Homeowners and renters can apply.

What the rules say about eligibility

Eligibility depends on income, household size, the type of fuel you use, and whether you pay for heat. Income limits change every year and should be checked on the official website. People on SNAP, SSI, or Cash Assistance may be automatically eligible.

Documents the program commonly asks for

  • Proof of identity for the person applying
  • Proof of where you live
  • Social Security numbers for everyone in the household
  • Proof of income for the last 4 weeks
  • Most recent heating or utility bill (or proof that heat is included in rent)
  • Immigration documents for non-citizens applying

Renewal / recertification

If your heat is off, you have less than a quarter tank of fuel, or you got a shut-off notice, ask about Emergency HEAP. Help is usually faster than regular HEAP.
